UBC "R" value

I have a structure in a 4 zone. The structure is a basic building structure with concrete making bins inside. It is an open structure with bracing and platforms. At the top of the structure is a large collar beam that supports 3 silos. Do I have to use the r value for silos (2.9) for the entire structure? Can this factor be increased in the lower portion of the structure based on the framing system?

Your structure is a non-building structure - basically a frame to support your concrete bins.

If you have a building in addition to this structure, isolate them. Their dynamic characteristics would be treated independently.
