UBC / IBC Earthquake load level 1

Hi, Is the Earthquake load that is produce, by using the methods as set in the UBC/IBC, in strength level or service level? Where does it state in the UBC/IBC code that the Earthquake load that is produce is in such a level? because i cant find it.

It is also interesting HOW and WHY did they come up with strength level load for earthquakes. (if the EQ loads produced by UBC/IBC is at strength level)
 
It is a strength level force just from observation of the load combinations; the ultimate load combinations use a factor of 1.0, whereas the service combinations use a factor of 0.7. The NEHRP provisions provide the basis of load determination (or at least reference the papers that describe the basis). They are FEMA 450 and FEMA P-750. A google search should pop up with the PDFs of these documents.
