TX I-Girder Top bars

Tx prestressed Girder.
Contractor wants to replace the Top T-bars (4)- #4 bars on Tx40 girder with 1/2' diameter strands. Saying it helps on their production process. I did not see related Tx dot Documents to permit the replacement option.
Any Bridge Engineering has similar experiences? what you suggest or share your opinions.

Keep in mind a 1/2" diameter strand does not have the same cross-sectional area as a 1/2" diameter rebar.

I'd personally be against it regardless of whether it was the same area of steel.

I've seen it done (presumably for the same purpose, prevent top flange cracking prior to service). So I wouldn't say it is crazy... But that may not be enough justification to permit it here.
