Tube to tube sheet (TTS) welding- in HX

QW193.1.1 Procedure qualification TTS welding mentions -there should not have any evidence of burning through the tube wall-for the acceptance of TTS welding?

What are the reasons for the above? Is there an integrity issue that can occur in the life of heat exchanger?

If the burning through the tube wall occurred in the TTS welding due to design issue(less ligament length),what are the things to check if that welding can be accepted ?

IF you went through the tube wall and didn't get good fusion behind it then you have a leak path.
Seal welds or strength welds?
In either case all of the tube below the weld bead should be intact.
