I would like to be able to define a detailed view that can be turned on or off by expression. I was able to get the separate detail to work, but I can't get the detail circle and note letter on the main view to suppress using the suppress drafting object commmand. I am wondering if there is another way to suppress these items.

What you may want to try is to the scale the view by expression and make it a very tiny scale (so it appears invisible) when you don't want it to be seen.
Or maybe even increase the view scale by expression so the views itself, and the view label, moves outside of the view bounds and won't be seen
