I have a semi circular solid that I want to define trans. isotropic material properties. I defined material orientaions but how do you get the material orientaions to follow the curve of the semi-circle?

You have to define orthotropic material properties (modified to be transversely isotropic) in reference to the material's coordinate system. This will allow you to separately define the axial and radial components of your modulus.
