Transverse Shear on pole assembly

Hi Guys,

I need help from you in understand the following transverse shear calculation. Whats are A, B, C & D?

I am thinking B is wind pressure. and D is Ir. But, I know windpressure already should have considered Ir in it. (although anything times 1 is anything :) )

Please help me interpret this AASHTO pole calc.
 
Assuming B = Wind pressure, Could A = projected area & C = drag coefficient?
 
To me C was looking more like Kz (height coefficient). More over, the banner normally has drag like 1.2 or more.
I am thinking this calc has split the wind pressure formula.

May be removed Ir, Kz from the formula & shown it separately.
 
On second look I'd agree that C is most likely Kz
