Transportation of Hydrocarbon Vessel

I am about to transport a pressure vessel that was used to separate hydrocarbons and natural gas. It has been out of service for years but the question of de-gassing has been raised. Am I required to De-Gas prior to shipment? Can I just blind flange the vessel and transport? the vessel will be going into storage in a bone yard. If not De-Gassed, do I need to open to atmosphere at bone yard and install a carbon filter canister?

If your facility shut down its operations and you wish to deactivate your operating permit, you must notify the local Air Polluton Control Agency in writing. If your facility operated for a portion of the previous calendar year, you must submit an emissions inventory covering the portion of the year you operated.

Emissions during a period of startup, shutdown, or cleaning of control equipment is not a violation of the emission standard if it is accomplished expeditiously and in a manner consistent with good practice for minimizing emissions. Emission monitoring is not required during periods of time greater than one day when the source does not operate.

Only those sources that are listed as a federally designated fugitive source must report fugitive emissions. Records usually required for qualitative assessments include: time and date assessment occurred, whether emissions appeared normal, a description of the emission point from which any unusual emissions emanated, steps taken to correct any abnormal emissions, and the name of the person conducting the assessment, and any other information required by the permit.

You should clean the vessel prior to movig it in oeder to protect the health and safety of your workers.
