can anyone tell the basic difference between using an off the shelf transient suppressor chip ( such as Texas Instruments SN75240) and making ones own RC filter circuit.Apart from performance differences(cut off etc) are there other differences and which is better.

Using an RC filter will degrade performance of the USB connection. More so the more RC you use. The SN75240 doesn't degrade the system much. It also has defined clamping voltages and is capable of diverting currents >5 A. A corresponding RC filter is difficult to imagine.
