Developing 317L (P8) to 410S (P7) & 387-Gr.11 (P4) to 410S (P7) WPS What should the pre-heat be I done some research & there is no definitive ranges found. 300F was the most common recommendation.

Preheat for 410S (P-No 7) is not required, based on ASME BPV I and the other base material being P8. The 410S is a nonhardening grade of ferritic stainless steel.
 
For the P4 to P7, you should consider a 250F minimum preheat. The reference is non-mandatory Appendix R from ASME Section VIII. 300F will work fine. Another good reference is API RP 582.
 
Just double check to make sure that your 410S really is low carbon, but the 250F sounds right to me also.
You don't want to retard cooling too much, the 410S will start embrittling above 600F and the 317 is also likely to start forming sigma if it is kept too hot for too long.

First off, you have a dissimilar metal weld and not joining 410S to itself or the other base materials to themselves. You have interpass temperature limits for the P8 base material. I would not bother with any additional preheat for the P7 to P8 joint.

For the P4 to P7 joint, I would limit the preheat to 200 deg F, and watch the heat input.
 
Since the recommended maximum interpass temperature for 410S is 500F, and 600F for A387 Gr 11, I don't see that a preheat of 250-300F is a problem, depending on the filler metal.

What filler are you planning to use for this particular joint?
 
For this joint, I have used 50 F preheat and 200 F pre heat depending on thickness with a 350 F max inter pass temperature with total success. Both E/ER 309L-Mo and E/ER NiCrMo-3 have been used.
