How to turn on Toolbar Manager in full screen display?

Ah okay...now I understand...

That one is not available (or needed anymore) when you have selected the Ribbon Interface instead of the classic toolbar interface... (preferences - user interface)
In the ribbon interface you will find your ribbons on the top middle position (bunch of dots grouped together) of your full-screen display. When you click on it it will roll down the ribbon
