Tolerance stack with Runout controls

For tolerance stack purposes , is it accurate to say;

“One half of the runout tolerance is the maximum that the cylindrical feature’s axis can be displaced from the cylindrical datum axis that the runout control references”?

True for Total runout?

True for Circular runout?

I agree with others. It is the maximum but could be smaller if the feature of size is not perfectly round.
