To Determine gravity Flow of LDO from Tank outlet pipe.

There is tank of 60ft dia with Light Diesel Oil product at 5ft of its height, How it would be appropriate to determine exact pressure on the tank outlet point?Further , it needs calculation of flow through a valve having 6mm gap in between two discs of 75mm dia.

I shall appreciate your help in calculations these values which are in fact controversial in some cases.
