how a convert a drawing drawn in a A3 sheet toA0 orA4 sheet in drafting mode

Are you trying to fit an A3 sheet view onto an A0 sheet?


If so just shrink the scale to fit the sheet.
 
Try File > Page Setup and choose a different format from the drop down list.
