What year did allowable wood bending stress values change from Fb=1450psi in the Timber Constrction Manual to the much reduced values in the AFPA Deesign Guides?
If I am checking a structure built when the 1450psi was enforced, can I use that bending value today for checking heavier loads on the structure?

The in grade testing values and equations took effect in 1991. See atached pdf.

I am not sure what the parameters are for your question, but you can find the historic issues of NDS on the AWC website. This may be another source for the design stresses for the wood in question. I know they have a non-printable pdf of the 1944 NDS that I have used to compare historic design values for southern pine to the current NDS.
