TIA-222-H, Section 7.6.1 Initial Guy Tension

In section 7.6.1 of TIA-222-H, the initial design tension for guy wires is 7% to 15% of the manufacturer's rated breaking strength. Should this same tension range be applied to each guy cable at a torque arm location? For example, on a triangular guyed tower with a torque arm at a given level is attaching to 6 guy cables (3 torque arms, 2 cables each), should each cable be designed with an initial tension of 7% to 15%?

Any guidance or reference is appreciated. Thank you!
