GG is the "least-squares" method of finding a size. That may be important if you want to control the balance around a center axis. It is not the best method to use for an assembly having a clearance pin and hole, because there may be points that are outside the least-squares circle (for a pin), or inside the least-squares circle (for a hole).
Right now I only have a copy of the 2011 edition and it does not show a GC modifier; that must be new in 2016. A search tells me that it is the "calculated global minimax size."
Perhaps someone else here can explain more about that modifier.
