How exactly do I add a cosmetic thread to the body of a bolt? I found a command in annotations but this seems targeted towards holes only, not bodies.

Check the Help file for cosmetic threads > cosmetic threads. About 2/3 down the page is an explanation of how to add the cosmetic appearance to a cylinder.

To insert cosmetic threads:

On a cylindrical feature (a boss, a cut, or a hole), select the circular edge where the thread begins. If the feature is a conical hole, select the major diameter. If the feature is a conical boss, select the minor diameter.

Yes, Cosmetic Threads are considered Annotations. So you are in the right command. As CorBlimeyLimey says in his response you need to select an edge.

Insert, Annotations, Cosmetic Thread

Read up on it in Help, you will want to scroll down the page a bit in Help to get the info you need. The top of the Help page does talk about cosmetic threads in the hole wizard. Scroll a bit further for your answer.
