Thermal/Temperature load on a steel structure completlet covered by thermal insulated sandwich panel

greetings all,

I can't find any sense in taking a thermal load on the steel structure of Delta T=30 according to code if the whole building is covered by thermal insulation sandwich panel cladding. At least I can reduce the 30 degree effect by choosing a lesser delta t , say 20 degree.
Is there any code or common practice used to soften the thermal load demand?
