Thermal Resistivity Testing...Buried Power Lines

We have a client interested in having us run thermal resistivity tests on 3 inch thin wall samples. The ASTM standard D5334 gives the procedure for determining the thermal resisitivty at a given moisture content and it's fairly straight forward. My question is would engineers want the specimens run at just as recieved water content and at a dried out state, or is it necessary to have some points inbetween to generate a moisture content vs. thermal resistivity curve. It is my understanding that the dry state is a worse case scenario. Any help from someone with experience in either running or interpreting results from this test would be greatly appreciated.
