Hello Everyone,
does somebody can please help me to find a standard relative to thermal power plant
staff and required qualification, or regarding hierarchy with qualification
related standards. What I really want to find is proof of requirement of mechanical engineers in thermal power plant operation staff,

You might try googling 'Flixborough Disaster" and see what happened in that (chemical) plant when mods were made by site operators without input from a qualified mechanical engineer.
 
Each country has different requirements . Toughest may be Germany.
