The responsibility of spare HV cable definition

Generally speaking, who is responsible for the allocation of spare HV cable lengths? By spare I mean that would be generally discarded during the installation process. The designer or the purchaser or installer? (in our case, we are the purchaser + installer!)

My customer gave me lengths of x (time to blame sales) but we really need x+y. If the customer gave us x, would it be us (if never stated contractually) to define y?

For LV cables I have no problem allocating 10-15% spare, but for HV cables this is a huge cost and I can't ignore it.

I'd be happy to hear your experiences on this topic.
 
How long was your mule tape in the conduit prior to the time you confirmed the length with the vendor?
