Text "after leader" vs "above stub" or "over stub"

Changing your Drafting Standard to 'ASME' will probably do the trick or you could go to Drafting Preferences...

Dimension -> Text -> Orientation and Location

...and change the 'Orientation' to 'Horizontal Text'

The variable that you suggest I change was already set to "text after stub". Any other suggestions?
