temporary hose and cable protection across roads

Often in industry, temporary utilities are run across roads during e.g., a maintenance turnaround. Most times, nailed-together scaffold boards are used to protect the hose or cable. Does anyone know if there are any regulations that must be considered for this type of temporary protection?
