Tee Design Factor in NFPA 2001

Hi guys
I recently Design a pipe work for inert gas system(IG-55) with Vds program and according too NFPA.
But my vendor notice that you have to consider design factor according to quantity of Tee's.
So I look-up for that D.F in NFPA 2001: "Standard on Clean Agent Fire Extinguishing Systems 2004 Edition" and I find table for that D.F ,but my question is that why the Tee D.F is under 1(actually between 0-0.06).
If anyone could help me I would be appreciative.
