tape shield as neutral

I found an installation where a single phase 2400 L-N transformer was connected up using concentric neutral cable and the concentric portion connected to the neutral of the transformer. However, the cable was then spliced at a subsequent manhole to a single phase cable with a tape shield with the concentric neutral spliced to the shield. I realize that the shield can withstand some circulating current if grounded at both ends but I am concerned that it will exceed typical circulating levels. Measured aperage was about 80 amps. Does this violate a NEC code?

Probably a violation. The tape shield is not rated as a current-carrying conductor, as far as I am aware.
