I have to design a domestic water tank (15psi max)to fit inside a boiler water tank (30psi max), all stainless steel. Does anyone know if asme will consider the overall volume of the two tanks as one even though they are completely separated from each other and have their own prv's. I want to make the outer tank to be, say 600L and the inside one 150L (net outer volume 450L or 120 gal)

You are exceding the 120GL ASME gets involved with.
ASME Uncode Max is 120GL at 160deg f.
If the vol of the larger tank excedes you will need a stamp
Consult your l;ocal boiler/plumbing inspector for jurisdictionalrequirements.

You need too look at the Scope of SecVIII. There may be other problems and requirments here. Suggest you contact a fabricator that has Code Stamps.
