Tank external floating roof dismantling

Other than safety issues and whatever jurisdiction (possibly confined space, too), I'm not aware of any API requirements... new work should conform to something.
It may be a matter of scaffolding around the tank and using a mobile crane to hold and lift the removed portions... Depending on the construction, you may be able to use a hydraulic shear attachment.
