SWPSs list the base material thickness applicable to these procedures, e.g. 1/8 to 1.5". Does this thickness apply to both groove weld and fillet weld base material thicknesses or does groove weld base material thickness qualify fillet weld base material thickness like qualified WPSs/PQRs?

Normally they apply to both, your swps only applies to the joint desings shown in it.
