Swimming Beach

Our City is in the process of renovating an old park. We are looking at updating the water front area and constructing a swim beach. One problem we are facing is the peat bog soil about 15' off shore. Does anyone have any resources for improving lake beds and beach areas? One thought so far is to use a synthetic fabric and place rock/sand on top of that to avoid rapid settling. Any advice would help.
