surge suppression on watt hour metering

Is it possible to place a surge suppression system upstream of the watt hour metering for a power generation facility?
We have an extremely long transmission line leading to/from our plant. Another generator at the opposite end had a fault which caused one of our units to trip because the inductive kick from the line showed up on our system metering. The control system thought it was the turbine increasing in load and shut her down.
