Surge Arrestors in MV Switchgear

Is it a standard practice to include surge arrestors in the incoming section of MV switchgear? I have seen this in a lot of new switchgear applications recently and have wondered if this is more of an industry practice or simply a personal preference? When applied are they typically applied as station class arrestors?

For applications where MV switchgear is part of a unit sub with a switch on the primary of the transformer having surge arrestors will these surge arrestors protect the switchgear on the secondary of the transformer from any surges or will the switchgear need to have a surge arrestor as well?
