surge arrester for indoor dry-type transformer

Refers to IEEE Std 242-1986 item 10.8.2.1-surge arresters:
..... ventilated dry-type and sealed dry-type transformers are normally used indoors and surge protection is necessary....

Do you install special low spark-over distribution-type arresters in all transformers as suggested by buff book?

I guess this thread needs more explanation:
Industrial System Power Handbook (Beeman) shows at Fig. 5.24 Application of lightning arresters for the protection of metal-clad switchgear which is connected to exposed overhead lines.
We adopt this philosophy.

IEEE Std 242-1986 (Buff book) extend application for indoors dry-type transformer at item 10.8.2.1-surge arresters:

Ventilated dry-type and sealed dry-type transformers are normally used indoors and surge protection is necessary. Since all systems have the potential for transmitting and reflecting primary and secondary surges caused by lightning and system disturbances, special low spark-over distribution-type arresters have been developed for the protection of dry-type transformers and rotating machinery.

Have you been adopted this philosophy for indoors dry-type transformers?
