surface roughness & dimensional tolerances interrelationship 2

Hi, Is there any document, standard or so to state any relationship between surface roughness and dimensional tolerances?
For example if we tighten dimensional tolerances as lower as say, .005 mm, does that mean we determine the surface roughness implicitly as well? or despite of how we chose tolerance value for a feature, if we want a specific roughness we have to show it separately?

Philosophically, Y14.5 not withstanding, if your tolerance is such that surface texture can cause a failure, say, in fit, then its variation should be incorporated in the tolerance.
