Surface finish problem with injection molding Polyurethane parts

Materials

Hi, we received a injection molding polyurethane part from our new vendor. The surface shows a layer of brownish powder. It can be scratch off easity and was washed off by aceton and acetonitrile easily. Did anybody see this before and know what caused this? How may I determine what is the powder? Thank you very much.
