Whatever surface you called out on the drawing! If you didn't call out anything then you're at the mercy of the machinist.

Thanks guys but I mean bright bar as from a stockist.

It depends on the material and the supplier. If your plan is to use the as drawn diameter with no processing then you might want to look into centerless grinding to get a better surface finish. We use some stainless steel rod where the OD is not critical but the appearance is so we get it centerless ground to get the surface finish

Bright bar is synonymous with cold-finished.
ASTM A108, 'Standard Specification for STEEL BAR, Carbon and Alloy, Cold-Finished,' gives a little information.

Rather qualitative, e.g.:
"5.5.1 Rounds:
5.5.1.1 Cold drawn.
5.5.1.2 Cold drawn, turned, and polished.
5.5.1.3 Cold drawn, ground, and polished.
5.5.1.4 Cold drawn, turned, ground, and polished.
5.5.1.5 Hot wrought, turned, and polished..."

The purchase order must specify the condition and whether any of the Supplementary Requirements S1 - S9 apply.

One supplier you can ask:
