surcharge on crib walls

Can crib walls (such as "criblock") be designed/constructed to support surcharge loads such as a two-story residential structure or do set backs come into play?
 
I've seen plenty of deteriorated bin and crib walls. I would not have one of these walls supporting a structure. I'd use enough setback so that, in the future, the wall could be repaired.
