Supplementary essential variable

Dear All
I have a discussion open with a client:
Data:
Pressure vessel in compliance to Asme VIII ed 94 add 96
Material: Aisi 304
MDMT -196 °C
PQR with impact test at -196°C
Filler metal SFA 5.4
Question:
Are the supplementary essential variable required in the WPS?
My opinion is that I don't have to consider it, but due to the fact that for UHA-51(e)the impact test on weld metal is required my client require the application of the supplementary variable. Could you help me to understand if my client has reason?

Impact testing requires you to consider the supplementary essential variables as well as the essential variables listed in Article 2 of ASME Section IX.

You're question is posted in the AWS forum, but, you cite ASME paragraphs. Bottom line is, if you're not exempt by the applicable rules, you have to impact test. The base metal and HAZ is exempt, but, at -196 C, the filler is not, so I say your client is correct.
