Substation temp. Fence

Can wooden fence be used as a temp. Fence on portion of a substation?
Do we have to follow all grounding rules if a metal fence is used?

If the fence is entirely within the substation ground grid, then it may be metal and should be grounded.

If the fence is partially inside and partially outside the substation ground grid then, although it may be metal, there must be an insulated section (not metal!) at the boundary of the ground grid to separate the sections of fence inside and outside the ground grid. The area inside the substation is tied to the ground grid, the area outside is not.

Mgtrp, the entire temp. Fence will be inside the existing substation. When you say it may be metal, do you mean it must be metal and must be grounded?

No, it doesn't have to be metal. But if it is then make sure that it's grounded.
