what is the formula for calculating the compression strength of circular "I" frames used in the construction of a submarines pressure hull?

you may find something in "Theory of Elasticity" or "Theory of Shell and Plate" written by Timoshenko.

Not sure if your stil interested. What you are looking for is also found in DNV Rules fro Ceertification of Diving Systems, 1988.
