Submarine cable fault location

For existing 11kV submarine cables of 5~10km long, any products in the marketto or innovative ideas to implement an early warning and fault location system to act against illegal intentional cutting and theft of copper conductor.

Is this line energized? Assuming that this is energized, do you want warning before someone cuts into it? Or is it enough to have a distance relay connected to your SCADA system that will notify operators as soon as there is a fault and then gives them an approximate location?

Thank you for your useful information. I know and am using TDR as a cable fault locating method for dead cable after a fault.

In this new challenging case, supply to the outlying island is critical and the objective is to detect whether there is a deterioration of cable insulation, either destroyed quickly by someone or aging so that preventive actions could be done.

Since the line is not too long, is there any electrical signature observable?
