look at the work of Steven Wright, Tim Stark, Mike Duncan, Jim Mitchell. Look for the CGPR publication on our workshop pertaining to fully-softened strength of fine-grained soils.
You ultimately need to ask yourself what strength state you are interested in for the design purpose. Peak strength and corresponding cohesion may not stand the test of time in the near surface. Owing to wetting and drying cycles, there can (will be) reduction of cohesion and change in void ratio. Such changes can take decades and the peak strength may not be there for the long haul. Design in these intstances should then consider, "fully-softened" stregth.
