Stormwater Treatment in Marin County

Hello everyone. Has anyone have esperience in storm water treatment in Marin County, CA. They have guidelines available online but they are not as comprehensible as other San Francisco Bay Area counties like Contra Costa or Alameda counties. I'm interested in the criteria for flow control. How to size a treatment facility based on treatment + flow control? Their single guideline only talks about the 4% rule for sizing but this only considers treatment.

By the way, I have made phone calls and emails to the county and no response. My next step will be to go to the county offices in person.
 
Always talk to the reviewers, even if their rules are published, as often times their interpretation of their rules and your reading of their rules are dramatically different.
