I have a system that requires 500 gpm for my hose. it is an high piled area with ESFR heads. I also have to add 250 for the hydrants on the loop by the tank. where does it reference in NFPA 13 2002 the duration of water? My overall system demand is 2,198 gpm.

If we were to hire an FPE, do you think he could give us an answer fast?

 
There is a section in NFPA 13 titled Water Supplies. Check in there for your answer. It is pretty straightforward.

You want table 11.2.3.1.2

Basically 90 minutes (monitored) or 120 minutes (unmonitored).
Remember your water supply must meet the system demand for the full duration at the required pressure. If it's a dry system you'll also need to add the capacity of the system.

This seems like a situation where you would want a FPE doing the calculations.
