Can one apply a FRP lining (or other thick plastic liner - like a pipe liner) to a corroded tank to satisfy API 653 thickness requirement?
 
I don't believe this would meet the requirements of API 653. I would suggest you contact someone who is a certified API 650/653 inspector.
 
More information is needed, such as the location/extent of corrosion, but no, this will not satisfy API 653 requirements for tanks constructed (or evaluated) to API 650 or API 12C if the intent is as a repair to corroded areas. As important, your state/local jurisdictional requirements may further prohibit this practice. An option could be to perform an API 579-1/ASME FFS-1, Fitness-For-Service evaluation.
 
I think this has come before the API committee and it has been rejected.
 
Coating, lining or caulking can not be used to increase the minimum required thickness.
