Stone Monument Foundation

I have been asked to design a concrete foundation for a stone monument. The monument has been standing for many years and is constructed of a three pieces of stone stacked on top of each other. A statue sitting atop a somewhat square pedestal sitting atop a rectangular piece of stone. I intended to provide a pad footing with a concrete pedestal slightly larger than the base stone. My question is as follows:

Do I need to specify any kind of connection between the stone and the concrete foundation? Or is this typically just simple bearing?

What kind of glue would you use, Dik?

If the stone pieces are just stacked one upon the other, I don't see any need for attachment at the bottom. If the statue is in an active seismic zone, all of the pieces should be glued together or otherwise fastened.

Perhaps there should be a cushion placed over the foundation to prevent point bearing in case the bottom face of stone and top face of concrete are not perfectly matched.

As a matter of curiosity, why are you being asked to provide a foundation for a stone monument which has been standing for years without any apparent problems?

My client is moving the monument to a new location, thus the need for a new foundation.
