-Steel plate Girdre - Category 2 instead of 3!

Dear Bridge Experts!

If a contractor ordered and received! Steel Category 2 instead of Category 3 for a steel plate girder. What material tests would you ask the contractor to support that category is still good enough to be used in the girders if the yielding and tensile strength met your design specs... Charpy test results? Chemical components? Any other ideas?

 
I'm not sure what Categories you're referring to.
 
I would look at the differences between Category 2 and Category 3 and decide if the differences between the two matter in your design. I don't know what you mean by Category 2 vs. Category 3. I imagine it could be akin to a contractor providing A709 50W when the design called for A709 70W.
