Here is a situation that I have run across in the past, and was wondering how others would adress it.
Say I have a square tube and a channel crossing each other at 90 degrees with the back of the channel to the tube. I have to angles welded to the tube and the angles are boted to the web of the channel. Can I connsider this a moment connection? Some people say "yes" as long as the connection moment capacity is not exceeded, and I have also been told "no" since the flanges of the channel have not been engaged and the moment capacity of the channel can not be reached. I'm not necessarily trying to reach the capacity of the tube or the channel. I'm just trying to make a "stable" frame. It's obviously good for something, but what?
