I have a plate made from 4140/4142 steel that I hgad back chromated. Needless to say it does not stand up to wear at all. Can someone recommend a steel finishing that has the same charaterists as hard coat anodizing?

Does it have to be black? If so, then try a ferritic nitrocarburized coating such as that offered by Nitromet:
