For a small residential project, who would typically carry out tasks such as punching bolt holes in steel beams and shop welding cap plates and connection angles to columns? I assumed fabricator, but architect seems to think it'll be sub-contractor. Or are we both wrong?

The fabricator, who would normally be a subcontractor, would typically do these things.
